Connecticut drivers will face tougher penalties under several laws taking effect October 1. Holding a phone while driving will be prohibited, while distracted driving in a highway work zone will be considered reckless driving. A third conviction for illegally passing a stopped school bus will bring a six-month license suspension. The fine for excessive vehicle noise will double to 300 dollars, while commercial drivers violating emergency highway travel bans could be fined up to 250 dollars.
