A man who served 20 years in prison on sexual assault convictions involving two girls has been freed after a judge dismissed his case. Roger Brown received a 23-year sentence in 2008. An appellate court ordered a new trial after finding New Milford police unjustifiably delayed his arrest and his former attorneys failed to properly challenge that delay. A Torrington judge has now vacated Brown’s convictions. Prosecutors had argued Brown was not readily available to police.
